The BIOS is reading stale EEPROM data from the old cell and hasn't yet recognised the new pack as a valid source. This is a BIOS battery learn cycle issue, not a charging fault. Connect AC power, let the laptop charge uninterrupted for a full two hours, then do a complete discharge to hibernate cutoff. After one full cycle the BIOS rewrites its register values and the percentage readout returns to normal.
Windows reports this battery's capacity as 28Wh but the cell is rated 41.04Wh — is the cell faulty?
No — Windows is pulling the Wh figure from EEPROM data written by the original factory cell, not from the new cell's actual chemistry. The rated value stored in those registers doesn't automatically update on swap. Run two full discharge-to-hibernate and recharge cycles; the fuel gauge IC recalculates against the real cell and Windows updates the reported Wh figure to reflect actual capacity.
The P20W-C stops charging at 80% and won't go higher — is this a problem with the replacement cell?
Not a cell fault. The P20W-C BIOS includes a charge-limit setting that caps charging at 80% when eco or battery-care mode is active in Toshiba's power management software. Open Toshiba System Settings or the pre-installed eco utility, locate the battery charge mode option, and switch it from "Eco Charge" to "Maximum Charge." The battery will then charge to 100% on the next full cycle.
