The charge indicator on the VSM docking station never reaches 100% on the first charge — is the replacement battery defective?

It's not defective. The VSM charge IC applies a conservative current limit when it sees a new cell's initial resistance profile, which extends the absorption phase and delays the 100% indicator. This is the charger protecting against overcharge on an uncharacterised cell.
