Li-ion cells self-discharge slowly during storage. After several months in a cold garage, the pack voltage can drop below the charger's minimum acceptance threshold — typically around 20V for a 25.2V nominal pack. When that happens, the charger sees the voltage as out-of-range and flags a fault rather than starting a charge cycle. Bring the battery indoors to 18–20°C for several hours, then retry the charger — if cells are above the recovery floor, the charger should accept the pack and begin a normal charge.

That sag can look like capacity loss — the mower feels underpowered even on a fully charged pack.
