The base expects to see a minimum voltage before it activates the charge current. If the charge indicator stays off after seating the handset, remove it, wait ten seconds, and reseat it firmly — this resets the base's detection cycle. If the light still doesn't come on, check that the handset contacts are clean and making full contact with the cradle pins; oxidation on either surface breaks the circuit the base uses to detect the pack.
