A fresh Ni-CD cell does not deliver rated capacity on the first discharge. The cell chemistry requires at least one full charge-discharge cycle before it reaches the 4000mAh figure. If a compliance test runs before that conditioning cycle, the lamp output drops early and the unit fails the required duration. Run a manual test cycle immediately after installation, allow the pack to fully recharge — 24 hours minimum — and only then schedule the formal compliance test. Not faulty — the Ni-CD cell ships partially discharged and needs one full charge-discharge cycle before it delivers its rated 4000mAh. On the first activation, output drops earlier than it will after conditioning. Let the unit charge for a full 24 hours after that first test, then run the test again. Voltage at the battery terminals should hold above 12.0V for the first half of the test duration on the second cycle.

The fitting still shows a fault LED even though the new battery is correctly installed and wired — what is causing this?

Several Lithonia ELB fittings latch the fault LED in firmware and will not self-clear after a battery swap. The controller needs a manual reset: disconnect mains power, wait 30 seconds for the capacitors to drain, then reconnect.
