The MiFi5792 drains noticeably faster when I'm in a weak signal area — is that a battery fault or a device fault?

That's the device, not the battery. In poor signal areas the cellular modem ramps to maximum transmit power trying to maintain the connection, which can more than double the current draw compared to a strong-signal environment. The battery itself isn't faulty — it's being discharged faster because the radio is working harder. Move to a stronger signal area or reduce the number of connected clients to bring current draw down.

The hotspot sat unused for four months and now the battery won't charge past the blinking light — what's happening?

The cell most likely self-discharged below 2.5V during storage, which triggers the BMS to lock out normal charging. Plug the unit into a wall charger — not a laptop USB port — and leave it for 30 to 60 minutes. A wall charger delivers the steady current needed to nudge the BMS into recovery mode. If the device still won't power on after that, the cell has dropped too low for recovery and needs to be replaced.
