The VIA820 won't turn on at all after the new battery sat in a drawer for a few weeks — is the cell dead?

Likely not dead, but the BMS has tripped into lockout. If the cell voltage dropped below 2.5V during storage, the protection circuit cuts output to prevent damage. Plug the phone into a wall charger — not a USB port — and leave it for at least 20 minutes without attempting to power on. If the charge IC can trickle enough current past the BMS, the cell will recover; a stable 3.7V at rest confirms it has.

Fast charging worked fine before I swapped the battery — now it just charges slowly every time. What changed?

The USB-PD or proprietary fast-charge handshake runs through the BMS, and a new cell's BMS often defaults to standard current on the first cycle until it completes one full charge. This is normal behaviour. Run one complete charge from near-empty to 100% on a standard charger, then try your fast charger again — the BMS should accept the higher current rate from the second cycle onward.

The battery percentage on the VIA820 jumps around erratically — goes from 45% to 62% without charging. What's causing it?

The fuel gauge IC is still reading from the discharge curve it built around the old cell. The new cell has a different internal resistance and voltage profile, so the coulomb counter mismaps state-of-charge at mid-range. Let the phone discharge fully until it shuts itself off, then charge uninterrupted to 100% without using the device. After that single calibration cycle, percentage readings typically stabilise within a few percent of actual capacity.
