The new AP19A5K battery stops charging at 80% and the light stays amber — is the charger faulty?

That 80% ceiling is a BIOS-controlled charge limit, not a battery or charger fault. Acer Chromebooks include a battery care mode in firmware that caps charging at 80% to reduce cell stress during long periods plugged in. Open ChromeOS Settings, go to Device → Power, and check whether "Adaptive charging" or a charge limit toggle is active.
