This looks like a stuck percentage for the first 20–40 minutes. Leave the device on the AC adapter without interrupting it — once the cell reaches roughly 3.2V, the charger will switch to standard rate and the percentage will begin climbing normally.

My HX4700 drops its wireless connection partway through a sync after the new battery was installed — why?

The Wi-Fi radio on the HX4700 is voltage-sensitive and will drop its connection if the cell voltage sags under radio transmit load. This usually happens when the replacement battery hasn't been fully charged before use — a partially charged cell can't sustain the current spike the radio demands when transmitting. Charge the battery to 100% before attempting a wireless sync, and check that the device reports full charge on the battery status screen, not just a high percentage.
