This happens because the fuel gauge IC has no valid state-of-charge data for the new cell — it defaults to a floor value or freezes at whatever it last recorded. It is not a fault with the battery. The fix is one complete cycle: discharge the tablet to automatic shutoff, then charge continuously to 100% without interrupting the session. The gauge IC writes a new calibration map during that charge phase. After the cycle completes, the percentage will track normally from 100% down.
