My V11 ran fine until recently — now the battery fades noticeably faster than it used to. I leave it on the dock between every use. Is that the problem?

Yes, continuous dock charging is the most common cause of capacity fade on cordless vacuums. Once the cell reaches 100%, the charger delivers a sustained trickle current that stresses Li-ion cells over time — weeks of this compounds into measurable capacity loss. The fix going forward is to remove the vacuum from the dock once the charge light shows full and only dock it again when the battery is depleted. A replacement cell will restore original capacity, but the same habit will degrade it again at the same rate.

The V11 motor cuts out for a few seconds during cleaning, then restarts on its own — what causes that?

That behaviour is a BMS overcurrent trip resetting itself. Sustained high-load conditions — a blocked brush roll, a clogged filter, or thick carpet on max power — push current draw past the protection threshold, so the BMS opens the circuit and the motor stops.
