My BLU Dash 5.5 feels warm near the battery while charging the new cell — is that normal?

A freshly installed cell has higher internal impedance than a broken-in one, so the charge IC pushes slightly more voltage to maintain current, generating more heat in the first few cycles. This is normal and tapers off after two or three full charge cycles as the cell's impedance settles. If the phone stays warm past the fourth cycle or gets hot to the touch, check that the charge IC isn't stuck in a continuous top-up loop — plug in, let it reach 100%, then unplug.
