Why does Windows show the Inspiron 14V battery as 0% or "plugged in, not charging" right after I installed the new cell?

My Inspiron 14V stops charging at 80% and won't go higher — is the replacement battery defective?

This is almost always a Dell BIOS charge-limit setting, not a fault with the battery. Dell's firmware can enforce an 80% charge ceiling to reduce cell wear, and it stays active after a battery swap.
