The fuel gauge IC builds its model of the cell's charge curve over several cycles. Until it has enough data points, it interpolates from the previous cell's history, which produces erratic readings. Discharge fully to hibernate-cutoff with display brightness at maximum and a CPU load running, then charge straight to 100% without unplugging early. Repeat that cycle twice and the gauge stabilises against the new cell's actual chemistry.
