The SCB2 Scope is showing a low battery alarm straight after I charged the new battery overnight — is the pack faulty?

The pack is not faulty. The SCB2 BMS stores an internal resistance profile from the previous cell, and a new Ni-MH pack reads outside that threshold until it has been through at least one full charge-discharge cycle. Run the battery down under normal device load, then charge it fully and let the device complete its power-on self-test without interruption. After that conditioning cycle, the alarm clears and the BMS accepts the new reference profile.

The SCB2 won't power on at all after the replacement battery sat in storage for a few months before installation — is it recoverable?

Ni-MH cells self-discharge in storage and can drop below the SCB2's BMS recovery threshold, causing the device to refuse to start. Connect the charger and leave it for a full charge cycle — most Ni-MH chargers apply a low-current pre-charge trickle that brings a deeply discharged cell back above the BMS minimum before switching to full charge current. If the charge indicator does not advance after 30 minutes, disconnect, wait two minutes, and reconnect to trigger the trickle phase again. Once the pack reaches 12V, the device will power on normally.

The charge indicator on the SCB2 never reaches 100% on the first charge of the new battery — should I be concerned?

This is normal behaviour on the first charge cycle. The SCB2 charge IC applies a conservative upper current limit on a new cell whose internal resistance profile it has not yet learned. The indicator stalls below 100% because the controller terminates early rather than risk overcharging an unknown cell. Complete the charge anyway, discharge the pack through normal device use, then run a full second charge cycle. On the second cycle the charge IC has a calibrated reference and the indicator will reach 100% correctly.
