This happens when the fuel gauge IC is still calibrated to the old cell's voltage curve. Under full CPU and display load, actual cell voltage drops faster than the gauge expects, triggering an emergency shutdown before the displayed percentage reaches zero. The gauge needs recalibration cycles against the new cell to map the voltage cliff accurately. Run two to three full discharge-to-hibernate and full-charge cycles — after that, the shutdown threshold and the displayed percentage should align.

Why does Windows show the new battery as "0% available (plugged in, not charging)" right after installation?

Shut the laptop down fully, remove the AC adapter for 30 seconds, then reconnect AC before powering on. The battery Wh rating shown in HP Support Assistant is lower than the 65.84Wh on the product listing — is something wrong with the cell?

Nothing is wrong. HP Support Assistant reads the Wh value from the battery's EEPROM, which stores the OEM-rated capacity at the time of manufacture. The 65.84Wh figure is the actual measured energy content of this cell's chemistry. EEPROM-reported values and real cell capacity differ because cell chemistry tolerances vary slightly between production runs. The discrepancy does not affect charging behaviour or available power — check Device Manager to confirm the cell is recognised and charging normally.

New battery charges to 100% once, but subsequent charges stop at 80% and won't go higher — what's causing it?

The HP EliteBook 1040 G4 ships with a BIOS-controlled battery charge limit, often called "Battery Health Manager," set to 80% by default on some firmware builds.
