The E5878 battery seems to drain much faster when I'm in a poor signal area — is that normal?

It is. In a weak signal area, the LTE modem increases transmit power to maintain the connection, which is the single largest current draw in the device. Add several connected WiFi clients on top of that and total draw can approach the cell's continuous output limit. This is not a battery fault — it is the radio working harder. To reduce drain, position the hotspot near a window or closer to a cell tower where signal strength is higher.

The E5878 powers on fine but the battery indicator jumps around and doesn't match actual charge left — what's causing that?

The charge gauge on the E5878 reads state-of-charge from the BMS, which calibrates against the cell's voltage curve. If the cell is new and has not completed a full charge-discharge cycle, the BMS estimate will be inaccurate.
