The HRC2 won't power on at all after the replacement battery was sitting in storage for several months — is the cell dead?
Extended storage causes Li-ion cells to self-discharge below the BMS recovery threshold, and a cell that drops under approximately 2.5V per cell trips the BMS into a locked-out state. The device won't power on because the BMS will not pass current to protect the cell from deep-discharge damage.
