This is a BMS authentication check on the camera side, not a fault with the cell itself. Samsung's compact camera firmware sometimes rejects a new third-party cell on first install until it completes one charge cycle via the OEM charger or camera body USB port. Insert the battery, connect to charge, let it reach full charge, then power on — the camera should accept the cell and boot normally after that cycle.

The battery percentage on my SDC-MS21B jumps around — it reads 60%, then suddenly drops to 10% without warning. Is the cell faulty?

The cell is most likely fine. Samsung's battery indicator on these models maps percentage to specific voltage thresholds calibrated for the OEM discharge curve. A replacement cell discharges along a slightly different curve, so the percentage readout can skip or drop sharply when voltage crosses one of those fixed thresholds. Perform one full charge-to-discharge cycle inside the camera body — this allows the firmware to re-anchor its thresholds to the new cell's actual voltage behaviour, and the display stabilises from the next cycle onward.

My shot count drops significantly in cold weather even with a fully charged replacement battery — is this a capacity issue with the cell?

Cold weather is the cause, not a defective cell. Li-ion chemistry loses available capacity as temperature drops because ion mobility through the electrolyte slows down — at 0°C a fully charged 820mAh cell may deliver noticeably fewer shots than at 20°C. Keep the camera body inside a jacket pocket between shots to retain heat in the battery. Once the cell warms back to room temperature, capacity returns to normal — there is no permanent damage from cold-weather use.
