The low-battery flag on the WTX16 is a latched fault — installing a new cell does not automatically reset it. The controller will keep reporting the fault until that step is completed, regardless of the new cell's actual voltage.
The new cell is reading below 3V straight out of the packaging — is it faulty?

Once the cell is installed and the PLC's float circuit begins drawing from it, voltage rises to full within a few hours. If the cell still reads below 2.8V after 24 hours on the powered controller, then test with a multimeter directly across the battery terminals and replace if confirmed low.
