This happens because the fuel gauge IC still holds the discharge curve from the old, degraded cell. The fix is one full uninterrupted discharge-to-shutdown followed by a full charge. After that cycle, the coulomb counter resets against the new cell and the percentage readings stabilise.

A new Li-ion cell typically has higher internal impedance than a broken-in cell.
