Probably not dead, but the BMS has likely tripped into lockout. When a Li-ion cell drops below roughly 2.5V during extended storage, the protection circuit disconnects the cell to prevent damage. Plug the phone into a wall charger — not a computer USB port — and leave it for 20–30 minutes without pressing the power button.
