The iPad 3 charge controller needs one accepted charge cycle before it fully negotiates with a new cell. Plug into the original Apple 12W adapter — not a third-party charger — and let it complete a full charge from low without interrupting it. USB-PD negotiation and charge-rate acceptance typically normalise after that first complete cycle. If the charge rate is still slow after that, check the Lightning port for debris affecting the charge IC signal.

My iPad 3 feels warm while charging after fitting the new battery — should I be concerned?
