I left the Conga 11090 sitting on the dock for three months while I was away — now the runtime is noticeably shorter than it was before. Is the battery dead?

Continuous dock charging runs a low-level trickle current through the cells even when they're full, and three months of that degrades Li-ion capacity measurably. The battery isn't dead, but it has likely lost a portion of its usable capacity permanently. A replacement pack restores the original capacity — 3350mAh at 14.4V.
