Tool powers on then cuts out immediately — here is what is happening

This is almost always a depleted cell triggering the BMS protection circuit, not a faulty tool. This is thermal cutoff, not a dead battery. The Easy Spray's pump motor pulls uneven current when the nozzle is partially blocked or the tank is running low, which trips the battery's internal protection circuit even when charge looks fine. Let the battery sit off the tool for 10 minutes, then recheck — if it reseats and runs briefly before cutting again, clear the nozzle filter first. Check the battery terminal voltage with a multimeter: a healthy 18V Li-ion at rest should read between 19.5V and 20V; anything below 17V means a cell has dropped out.

Replaced the battery on my Bosch Universal Fan 18V and now it runs slower than the original — same voltage, different feel

Capacity and internal resistance both matter here, not just voltage. A replacement cell pack with higher internal resistance causes voltage sag under load, which the fan's motor controller reads as a low-charge signal and throttles back accordingly. If the fault blink is immediate and never changes pattern, check that all five terminal pins on the battery are making clean contact with the charger cradle — a bent or dirty pin on pin 3 (the communication line) will trigger the same fault as a bad cell.
