No — the BIOS is reading stale EEPROM data from the old cell's registers and hasn't yet run a learn cycle against the new one. Boot the laptop on AC power, let it complete a full charge to 100%, then disconnect AC and let it discharge fully until the system hibernates. Reconnect AC and charge uninterrupted to 100%. New W217BAT-3 cell stops charging at around 80% and won't go higher — is there a fault with the replacement?

On some W217 units the BIOS ships with a charge-limit setting enabled in firmware that caps charging at 80% to reduce long-term cell stress during AC-connected use. This is a BIOS configuration, not a fault in the battery or its BMS.
