On first installation, the 8809's charge IC may not accept the fast-charge handshake from the new cell's BMS until the cell has completed at least one standard charge cycle. The IC defaults to a conservative current limit when it detects an unconditioned cell. Charge once at standard rate using a basic 5V/1A adapter, let it reach 100% and hold for a few minutes, then unplug and reconnect with your fast charger. The handshake should negotiate correctly on that second connection.
