The indicator reads resting voltage, not loaded voltage, so it lags behind actual cell state. You get weaker suction well before any low-battery alert triggers. Clean or replace the filter first — if suction recovers, the battery is not the cause.

Motor cutting out mid-cycle then recovering after a short pause

This is a BMS overcurrent trip, not a dead cell. When the suction path is restricted — blocked filter, tangled brush roll, or debris jam — motor current spikes above the BMS threshold and the pack shuts off to protect the cells. The brief pause resets the trip latch, so the robot resumes until the next spike. Clear the restriction, spin the brush roll by hand to confirm it moves freely, then restart the cycle. If it trips again on a clear machine, check cell voltage under load — it should hold above 12V during normal suction draw.

Not necessarily. That stop-start pattern is a BMS overcurrent trip triggered by a restricted airflow path, not a dead pack. The suction motor spikes current when the filter is clogged or the brush roll is jammed, and the BMS cuts power to protect the cells. Clear the filter, check the brush roll for tangled debris, and restart — if it stops again on a clear machine, check that cell voltage holds above 12V during active suction draw.

The RBC runs fine at first but suction gets noticeably weaker long before the battery light comes on — why?

The battery indicator reads resting cell voltage, not loaded voltage. A partially blocked filter forces the motor to draw more current, which pulls cell voltage down under load even while the indicator still shows a healthy charge. The result is reduced suction with no low-battery warning. Clean or replace the filter — if suction returns to normal, the battery is not the issue; the filter was starving the motor.

I charged this new Hoover RBC battery fully but it seems to lose charge quickly after only a few weeks — what causes that?

Continuous dock charging is the most common cause of early capacity fade in Ni-MH robotic vacuum batteries. Leaving the RBC on the dock permanently exposes the cells to a constant trickle charge, which degrades Ni-MH cell capacity faster than intermittent charging does. Charge the battery to full, remove the robot from the dock, and only return it to charge when the battery is genuinely depleted. A few charge cycles using this method will show whether capacity stabilises.
