The Wh figure displayed in HP System Information pulls from the EEPROM on the battery cell, which stores rated capacity from the manufacturer rather than a live measurement. A fresh replacement cell reports its rated 48.84Wh, but if your BIOS is comparing that against the degraded cell it just replaced, the numbers can appear mismatched or flagged. This is not a fault. Run one full discharge-to-hibernate then charge to 100%, and the BIOS will recalculate and display the correct figure.

The fuel gauge on my ProBook 4230s jumps around erratically for the first few charges — is something wrong with the cell?

Nothing is wrong with the cell. The fuel gauge IC on the ProBook 4230s needs two to three full charge and discharge cycles to map its coulomb-counting algorithm against the new cell's actual chemistry. Until that calibration completes, the percentage reading can skip, stall, or read higher than real state-of-charge.
