Phone stays on the boot screen and won't fully start after storage discharge
If this cell was stored discharged, the BMS may have tripped into lockout below 2.5V to protect the cell. The phone appears to power on — the HTC logo shows — then stalls before Windows Phone loads. Connect the handset to a wall charger, not a PC USB port, and leave it undisturbed for 20–30 minutes.
