Windows is showing a completely different Wh rating for this battery than what's listed in the specs — why?

The Wh value Windows reads comes from the EEPROM embedded in the battery pack, which stores the rated capacity of the original cell chemistry. The actual delivered energy from the new cells may differ slightly from that stored figure. This is a data mismatch between EEPROM and real chemistry — not a sign the pack is underperforming. The live voltage and charge readings are what matter; check those in ThinkPad's Power Manager rather than the static Wh figure.

Charge stops at around 80% and never goes higher — is this a fault with the replacement?

On ThinkPad X30 and X31 machines this is nearly always a BIOS-controlled charge limit, not a battery fault. IBM's firmware can cap charging at 80% as a deliberate power management setting. Open ThinkPad Power Manager, go to Battery Maintenance, and check whether a charge threshold is set. Disable or raise the upper threshold to 100% and the pack will charge to full capacity.
