Let the phone discharge fully to shutdown, then charge it to 100% in one uninterrupted session. That single cycle gives the fuel gauge IC a new reference curve and the erratic readouts clear up.

My Cosmos 2 won't turn on at all after the replacement battery sat in the phone for a few weeks without charging — how do I recover it?

If the cell dropped below roughly 2.5V while sitting idle, the BMS has entered deep-discharge lockout to prevent cell damage. Plug the phone into a wall charger — not a PC USB port — and leave it connected for at least 30 minutes without attempting to power it on. A wall adapter supplies enough current to push the BMS past its recovery threshold; USB ports on computers often cannot. After 30 minutes on the wall charger, press the power button and the phone should boot normally.
