No — this is normal draw behaviour for the Flip Video's hardware. Sustained video recording pulls on the image sensor, video processor, and storage write cycle simultaneously, which creates a higher and more consistent current draw than still playback. This accelerated voltage sag is what the camera's indicator reads as a faster percentage drop. The cell is rated at 1000mAh, matching OEM spec — the draw profile during recording is the variable, not the cell capacity.

The Flip Video gets noticeably warm during extended recording sessions with the replacement cell — should I be concerned?

Warmth during sustained video recording is expected and not caused by the replacement cell. The camera body absorbs heat from the processor and sensor running continuously, and the 3.7V cell contributes minimal additional heat under normal load. You should only be concerned if the camera shuts itself down mid-recording — that indicates the thermal protection circuit has tripped.
