No. Samsung Battery Manager reads the rated Wh value stored in the cell's EEPROM at manufacture, which can differ from actual measured capacity by several watt-hours depending on the chemistry batch. The EEPROM figure is a nominal label, not a live measurement. After one full calibration cycle, the reported Design Capacity will reflect what the EC has actually measured from the new cell and the discrepancy narrows significantly.
Charge stopped at 80% on the NP900X3C and will not go higher — is the replacement cell faulty?
Almost certainly not. The NP900X3C BIOS includes a battery lifespan mode that caps charge at 80% when the setting is active.
