Nothing is wrong with the cell. The Samsung 9-series BIOS carries EEPROM data from the old battery and flags the new cell as degraded until a learn cycle is completed. Run one full discharge to hibernate cutoff, then charge uninterrupted to 100% without using the laptop. Repeat twice and Samsung Settings will update to reflect the correct health status.

The Windows fuel gauge is jumping — showing 60%, then 45%, then 55% within minutes. What is causing this?

The fuel gauge IC inside the laptop has not yet mapped its reference curve to the new cell's chemistry. It is reading voltage samples against calibration data built on the worn-out original cell, so the reported percentage is unreliable. This is normal for the first two or three cycles after a cell swap. Run two complete discharge-to-hibernate and charge-to-100% cycles and the gauge will stabilise to within a few percent of actual charge.
