The ECO 2 won't power on at all after the new battery has been sitting in the box for a few weeks — what's happening?

Ni-MH cells self-discharge during storage, and if the pack voltage drops below the ECO 2 BMS recovery threshold, the device won't attempt to boot — it locks out to protect the cell. Place the battery on charge for a full uninterrupted charge cycle before trying to power the device on. The charge IC will recover the cell from a low-state condition. Once the charge indicator reaches 100%, the BMS re-initialises and the device will boot normally.

The ECO 2 shuts off unexpectedly during use, but the battery shows charged before I start — is this a fault with the replacement cell?

Not a fault — it's normal behaviour in the first several cycles. Medical device load profiles draw harder bursts than a Ni-MH cell is conditioned for fresh out of storage, and the BMS trips the cutoff on voltage sag under that load. The cell's internal resistance drops across the first 10 cycles as the electrodes condition. Run the battery through several complete charge-discharge cycles before clinical use, and the mid-use shutdowns will stop as the cell settles into its rated capacity.

The charge indicator on the ECO 2 won't reach 100% on the first charge of the replacement battery — is the cell defective?

It isn't defective. The ECO 2 charge IC applies a reduced charge ceiling on the first cycle with a new Ni-MH cell — it's a conservative limit built into the BMS to prevent overcharging an unconditioned pack. Let the first charge run to completion without interrupting it. On the second full charge cycle, the IC lifts that ceiling and the indicator will reach 100%.
