At that voltage, the BMS locks out discharge to protect the cells and the device will not boot. Place the battery on charge immediately after installation and leave it connected for a full charge cycle before powering on. If the charger does not engage, hold charge for 30 minutes — most BMS firmware includes a trickle-recovery mode that activates after a brief delay.
