When the CL490 motor sustains a restricted airflow condition — blocked filter, jammed brush roll, or a hard-surface-to-carpet transition under load — current draw spikes beyond the BMS threshold and the pack shuts output momentarily. The BMS resets after a short cooldown and the motor restarts. Fix the restriction first: clean or replace the filter, then retest at 14.4V open-circuit to confirm the pack is intact.

The CL490 motor keeps cutting out for a few seconds then restarting on its own — what's causing that?

The BMS is tripping on an overcurrent spike, then resetting itself after a brief cooldown. This happens when airflow is restricted — a blocked filter or jammed brush roll pushes motor current above the pack's protection threshold and the BMS shuts output to prevent damage. Clear the filter, check the brush roll for debris, and run the vacuum again. If the cutouts stop, the pack is fine; if they continue with unrestricted airflow, measure open-circuit voltage — a healthy Ni-MH pack at 14.4V nominal should read 15V or above when fully charged.
