This happens when the camera's BMS reads the resting voltage of a new or stored cell and flags it as depleted before checking load voltage. A cell that has been in storage can sit below the camera's minimum acceptance threshold — typically around 3.0V on this platform. Connect the battery to an OEM-compatible charger externally first and bring it up to at least 3.6V. The Action Pro 3 BMS runs a voltage check on insertion, and a new or stored cell can sit just below the camera's acceptance threshold. The camera reads that low resting voltage as no cell rather than a low cell. Charge the battery externally first using an OEM-compatible charger until it reaches at least 3.6V, then re-insert it into the camera body.

The battery percentage on my Action Pro 3 drops from 80% to 20% in seconds — is the replacement cell faulty?

The cell is almost certainly fine. The Action Pro 3 indicator maps percentage to fixed voltage thresholds tuned to the original cell's discharge curve, and a new cell discharges on a slightly different curve until it has been cycled. The display reads the voltage correctly but assigns the wrong percentage to it.
