USB fast charge not activating on the first cycle after replacement

The View 3's charge IC performs a voltage handshake with the battery BMS before enabling elevated charge current. On a fresh cell that has never been cycled in that specific device, the BMS may respond conservatively — the IC falls back to standard 5V charging and does not step up to the fast-charge protocol. This is a one-cycle condition.
