This is a protection threshold, not a device fault. Place the battery on a compatible Li-ion charger rated for 7.2V chemistry and allow it to trickle charge for at least two hours before reinserting. Once the cell recovers above the BMS recovery threshold, the device will power on normally.

No. The PM1000N's charge IC applies a conservative current limit when it detects an unrecognised cell, which causes the indicator to plateau below 100% on the first charge. This is the device protecting against overvoltage on an uncalibrated cell. Let the charge cycle run to completion without interrupting it — the indicator will reach full on the second charge once the IC has logged the cell's voltage curve. Verify the cell is sitting at 8.4V with a multimeter after the second full charge.
