Almost certainly not. A new Ni-CD cell fresh from storage has not been through a full charge-discharge cycle, so its usable capacity on the first activation is lower than rated. The cell needs one complete cycle before it delivers the full 800mAh. Charge the fitting on mains for a full 24 hours, then run another manual duration test — the result should match the rated period.

The fitting's fault LED is still on even though the new battery is seated correctly — what's wrong?

Some Best Lighting fittings latch a fault condition in the controller and do not clear it automatically when a new cell is installed. The controller needs a manual reset: disconnect mains power, wait 30 seconds, then reconnect. If the fault LED clears within a minute of reconnection, the controller has accepted the new pack. If it does not clear, confirm the pack voltage is above 3.0V before reinstalling — a deeply discharged cell can prevent the controller from exiting fault mode.

The light dims noticeably after a few minutes during the test even though I just installed the replacement — is the fitting drawing too much current?

Dimming during an early test is a cell conditioning issue, not a fitting fault. The charge controller trickle-charges a new Ni-CD pack, but until the cells have completed at least one full cycle, internal resistance is higher than normal and voltage sags under load. Leave the fitting on mains charge for 24 hours after installation, then repeat the test. If dimming persists after a full conditioning cycle, measure open-circuit voltage across the pack terminals — it should read at least 3.6V before the test begins.
