Almost certainly not. Li-ion cells self-discharge in storage, and if the HB4H1 dropped below 2.5V the BMS has locked the cell out to prevent damage. Connect the phone to a charger and leave it for 20–30 minutes without pressing the power button — the charge IC needs time to trickle current into the cell before the BMS re-enables discharge. If the screen shows nothing after 30 minutes, try a different cable and adapter to rule out a charge path fault, then check again at the 1-hour mark.
The KPN Messenger 2 feels warm near the battery compartment while charging the new cell — is that normal?
Some warmth on the first few charge cycles is expected. A fresh cell has slightly higher internal impedance than a broken-in one, so the charge IC dissipates more energy as heat while pushing current in. The temperature should drop to near-ambient by the third or fourth full charge. If the phone stays noticeably warm throughout charging after five cycles, the charge IC may be operating outside its current-limit profile — try a lower-output charger (5V/1A) and see if the heat reduces.
