The base reads the low voltage as a missing or faulty battery and never starts the charge cycle. To recover, remove the battery and short-circuit the terminals briefly through a 100-ohm resistor to bleed off any charge imbalance, then reseat it. Alternatively, some bases will accept the pack if you hold the talk button for ten seconds with the battery seated — this forces a trickle-charge start that brings the pack above the acceptance threshold.
