The Vertis Famy won't turn on at all after the replacement battery sat in a drawer for a few months — is it dead?

When a Li-ion cell drops below approximately 2.5V, the BMS locks out to prevent charging a critically depleted cell — this is a protection trip, not a dead battery. Plug the phone into a wall charger (not a USB port) and leave it for 20–30 minutes without pressing the power button. The charge IC will trickle current into the cell to bring voltage above the BMS unlock threshold. Once the charging indicator appears on screen, the cell has recovered enough to accept a normal charge cycle.

Fast charging stopped working after I installed the new battery — the phone charges, but only at the slow rate now.

USB or proprietary fast-charge protocols require a BMS handshake that some charge ICs won't complete on the very first cycle with a new cell. The charge IC defaults to standard current as a precaution. Complete one full charge at the slow rate, let the phone discharge normally to below 20%, then plug in again — most Vertis Famy units re-negotiate the fast-charge handshake on the second cycle.
