Charging stops at 80% and won't go higher — is the new battery faulty?

This is almost always a BIOS charge limit, not a cell fault. Razer's firmware includes a battery care mode that caps charging at 80% to reduce cell wear — it is toggled in Razer Synapse under Power. Open Synapse, go to the Power tab, and switch the charge limit from 80% to 100%. If Synapse is not installed, the setting can also be toggled in the BIOS power options at boot.
