Run one full discharge — let the phone shut itself off naturally — then charge to 100% without interruption and without fast charging enabled. After that single cycle the fuel gauge recalibrates and the percentage readout stabilises.
The phone won't turn on at all after the replacement battery sat uninstalled in a drawer for a few months — is the cell dead?
Li-Polymer cells self-discharge in storage, and if this one dropped below roughly 2.5V the BMS entered lockout mode to prevent cell damage. The phone will not power on from this state because the protection circuit blocks output until a trickle charge recovers the cell voltage above the reinitialisation threshold. Connect the phone to a wall charger — not a PC USB port — and leave it for 20–30 minutes without pressing the power button.
