The base station performs a BMS handshake when a new cell is first installed, and it can flag an error if that handshake times out — usually because the cell voltage came in below the threshold the base expects. Remove the headset, wait 30 seconds, then reseat it firmly in the charging cradle. If the error clears and charge current flows, leave it for a full cycle; if the error persists, check that the battery connector is fully engaged and the contacts are clean.

Talk time on my AW988 is noticeably shorter than rated for the first few charges — is the battery faulty?

It isn't faulty — Li-Polymer cells need 3 to 5 full charge-discharge cycles before they reach rated capacity. On cycle one, usable capacity can sit 15–20% below the 1500mAh figure because the electrolyte hasn't fully wetted the electrode surfaces. Run the headset down to the low-battery warning, then charge fully each time for the first five cycles. By cycle five, capacity should be at or very close to the rated 1500mAh.
