Place the battery on a compatible external Ni-MH charger first to bring voltage above the BMS recovery threshold before inserting it into the pump. It is not misidentifying the cell. Let the first charge run to completion without removing the battery — the IC logs the cell's charge acceptance curve on that first cycle. On the second charge, the indicator will reach 100% and charge termination will behave normally.
