The 48.84Wh figure in Windows Energy Report reflects the actual cell chemistry we tested. The system info screen pulls its Wh value from the EEPROM on the original pack, which may have stored a slightly different rated figure. The EEPROM value is nominal — the 48.84Wh measured rating is what the cell delivers. After two full calibration cycles the reported values will converge.

My Y470 won't charge above 80% even with the new battery installed — is something wrong with the cell?

Nothing is wrong with the cell. The Y470 BIOS includes a firmware-controlled charge threshold that caps charging at 80% when the battery conservation mode setting is active. Open Lenovo Energy Management or the Lenovo Vantage app, find the Battery Charge Threshold setting, and set the upper limit to 100%. The battery will then charge to a full 12.6V endpoint.
